Scientific and Technological Potential of the People's Republic of China

Abstract

The paper provides a comprehensive analysis of the scientific and technological potential of the People's Republic of China in the context of the implementation of the 14th and 15th five-year development plans (2021–2030). It examines the strategic priorities of China's science and technology policy, particularly the course towards technological self-sufficiency and the development of critical technologies in the fields of artificial intelligence, microelectronics, quantum technologies, and biomedicine. The structure of the scientific system and the dynamics of its development are characterized across three sectors: government, higher education , and business. The volumes and structure of R&D funding are analyzed: in 2025, R&D expenditures exceeded $550 billion, and the science intensity of GDP reached 2.8%, surpassing the average level of OECD countries. Reforms in the management of scientific budgets aimed at decentralization and simplification of administration are explored. It is established that the human potential of science has doubled over the decade and exceeds 10 million people. Scientific productivity is characterized: China ranks first in the world in terms of publication volume and the Nature Index indicator, surpassing the USA. According to the Global Innovation Index (WIPO), in 2025, the country entered the top ten most innovative states in the world for the first time. Key challenges are identified: ensuring the quality of scientific results, overcoming dependence on imported equipment, and reorienting international cooperation in the context of weakening scientific and technological ties with the USA.
